I followed this video (no sound):
Here's a bunch of ogg sounds to download if you don't want to make your own: - Folder with dozens of sounds (Some files are over 50KB): www.mediafire.com/download/88nnhh0zvx0kr4e/SOUNDS.zip - Website with free sounds: www.bigsoundbank.com/
How to add custom VOIP sounds
1) Depending on the Arma 3 profile you use, go to C:\Users\xxx\Documents\Arma 3 or C:\Users\xxx\Documents\Arma 3 - Other Profiles Where xxx is your Arma 3 name
2) Create a folder called "Sound"
3) Move your .ogg sounds in the new folder
Now when ingame, press 0 then 9 to to see your sounds
IMPORTANT RULES
- Max of 10 ogg files in "Sound" folder
- Each file must be under 50KB. However some servers have a custom limit. For example, Official Bohemia Zeus servers accept 0KB (so no sound files at all), while other servers accept an infinite size
Converting MP3 to ogg Arma uses .ogg sound files for voip.
To convert an MP3 to .ogg format, use this website: audio.online-convert.com/convert-to-ogg or Download Audacity, an audio editing program: download.cnet.com/Audacity/3000-2170_4-10058117.html
Use the above to trim/reduce sampleing files to under 50KB, or convert it to ogg format.

Another important note, the sound file must be converted to MONO if it is STEREO. Mono means the file will sound the same in both headphones. The file will not play if it's in Stereo format.
Converting to mono will also reduce file size
